I don't think you really need to expand on fate points yet. Why not roll fate points and boon points into the same thing? Just a thought.

I have always liked the idea of the per rank "spell as a skill" approach. Keeps scaling easy. As a thought though, maybe scaling is tied to lore not to skill?

Agreed.  You can change the map to hex based too if you want- I just left it on squares.  I think I was envisioning a "lite" novus presented for use in roll20; so, you'd color code your AB, DT, and Hits to coordinate with the "bubbles" on a character.  Almost like a version that has character creation stripped out of it and is a plug and play intro to dice rolling and your world.

One thing I do using Novus & Hero System is give pool of Racial Talents and let the players choose 2 or 3 of them.  That way not all elves have the exact same talents.  That would be a fun thing to do in a setting.

Seems good.  I suspect you'll have to keep your eye on it through playtest.  I like how it's kind of an investment; not great out of the gate, but something that is worth developing over time.

I'd do

X Arc

CTN: 16  Fatigue: 1
vs. DT  Range: 5' Arc (90 Degrees)

Caster is able to focus magical energy to create an Arc Attack within a 90 degree arc in front of the caster. Only one attack (Targeting) roll is made, and the result is applied against all targets within Range.

Scaling Options
Per additional 45 degrees +2 CTN +1 Fatigue
