Title: Gnomes?

A lot has been said about not including Gnomes in a certain 4th Edition of a certain game.  Should they be included in Novus?

Could they be a mixed race of Dwarves and Halflings?

The reason I ask is I wanted to offer Gnomes as a playable race (since I'm using the Midnight Setting). 

Thoughts?

I have a lawn ornament related aversion to Gnomes.
